Patches the read state of the news to the given value.
Parameters
- session: SessionHandle
  The current session handle.
- item: NewsInformation | NewsSurvey
  The news item to patch.
- read: boolean
  The new read state.
Returns Promise<void>
Nothing.

Remark
Will do nothing if read === status.
